There is, however, a way for you to go and live in the UK without having to apply for a settlement visa and that would only be possible due to the fact that he is not a British citizen. But it would require him to be the traveller and visit you here with (maybe) (at least) one of those visits being of at least three weeks' duration. I am talking about the possibility of him coming here to the Philippines, meeting you, your family and friends and for some form of courtship to take place. Then, if your both still minded to marry, you can do so here - or more quickly in Hong Kong. Having married, your new husband can apply for a family permit under the EU Freedom of Movement laws so that you can join him in the UK.
I agree with the advice given on this thread. There is no-one in the whole of Britain who is "unable to visit the Philippines for work reasons". Absolutely no-one.
Good point, but a married man can come up with an excuse for a week's "holiday with the lads" if he thinks about it. The only people in Britain who are restricted in their ability to travel to the Philippines are - illegal immigrants.

Time outside the UK. This restriction would also apply to those on work permits which I suspect may be the case here.

AFAIK there's no restrictions on absences from the UK from the moment of arrival right through to ILR The catch 22 comes into play when it's time for British Citizenship application. This is when a residence requirement does get applied in countback As always there's some detail and also discretion but in principle the spouse applicant for naturalisation has the following allowed countback absences:- 270 days total in the spouse 3 year qualifying period and a max 90 days in the 12 months prior to the date of pplication.
