Old news.. They "started" in May!
    http://metrocebu.com.ph/2015/04/new-bohol-airport-construction-starts-in-may/
Work has been "starting" for 2 years now one month at a time.
6 weeks ago they said they couldn't haul 50 ton equipment across the causeway because of earthquake damage and they were about to build a construction material jetty directly ON the island..
A single barangay captain wouldn't sign off on that idea so now I guess the causeway has become safe again!! lol.
It will start when it starts and it will be finished when its finished!
Hope they hurry up so that local businesses investors can make lots and lots of money for the local economy!

Have they started to pump the special cement down to fill the voids underneath?

Huge holes in the ground where the ground has collapsed. It can be for any reason but very commonly in limestone bedrock. The sizes can vary from the size of a small back yard to that of a supermarket carpark, to give you some idea.

Erosion of the limestone underneath by underground rivers, many feet down, leaving caves / caverns, eventually leads to the collapse of the remaining limestone at the surface.

You will see pictures of sinkholes on the internet. Basically there is nothing to see except a hole in the ground. And whatever was there, fallen in with it. Not the kind of thing you would want to happen to a shiney new airport.

The Chocolate Hills are a collection of the remnants of collapsed limestone in the region, but elevated to the surface. At an advanced stage of erosion.

I wonder if it'll be similar to Princess Juliana Airport on the French/Dutch island of St Martin:
