It mentions those coming to the UK not those already here, as I read it anyway. Interesting non the less

It says here: https://www.gov.uk/government/uploa...e/414584/Surcharge_customer_info_web_v1_2.pdf "The health surcharge will be paid by non EEA nationals who apply to come to the UK to work, study or join family for a time limited period of more than 6 months. It will also be paid by non EEA nationals who are already in the UK and apply to extend their stay." So we will have to pay it.
Also, it needs to be paid BEFORE the visa application, and so this will be an added part of the visa documentation that we'll need to show. It's not included in the visa fee but is a seperate payment.

The amount of the charge will be calculated based on the amount of time a migrant would be permitted to stay in the UK under the relevant category in the Immigration Rules. how will this be calculated in the case of a fiancee visa ?--after all--its a 6 months max period ?
I would guess you wouldn't need to pay it on the fiancee visa, but would have to pay on a spouse visa and for FLR. Time limited, to me, means the visa has an expiry date rather than being ILR. Yup. They're getting more money off us.
You have to pay it before you apply. "It is very important that you ensure have paid the surcharge before you submit or send your immigration application. If you choose to attend in person at one of our Premium Service Centres (UK only), please ensure you have paid your surcharge prior to your appointment."
barmy scenario--suppose a fiancee visa requires an upfront payment of--say--5 years ( 2 x FLR )----£1000. which the non--EU fiancee pays--along with the visa fee--and flight ticket. fiancee arrives in UK--but sponsor gets cold feet. so--back she goes--and the UK treasury pockets the nearly £2000.
You pay at each application. Fiance visa probably nothing. FLR1 500 quid FLR2 500 quid ILR probably nothing.
lets hope your right. so--our partners--once they get FLR--will be allowed to work--and pay NI contributions. so they will pay--twice. whereas many UK born who elect to refrain from working--dont pay NI--and likely never will.
