Do you mean the Tier 4 holder or someone dependent on them? As far as I am aware a tier 4 visa provides the visitor the right to study and work part time in the UK, but it is a temporary visa so the student is expected to leave the UK after studies have completed.

No. The student who is the visa holder has to show sufficient funds to care for the dependant. Otherwise entry to the UK is refused.
right.. so i would have to deny the application to our school by this lady who is under a tier 4 dependent visa...
