This is interesting; Constitutional reform, however necessary, has been the Third Rail ("touch it and you are dead") of Filipino politics for quite a while. FV Ramos toyed with bringing in reforms to the 1986 Constitution and Estrada played this up as a veiled grab for power by a President looking to extend his term. The problem is that Marcos DID mess around with the constitution, bringing in a one chamber parliamentary system (the Batasang Pambansa) after a rather stage managed consitutional convention. Aquino would be the best placed to alter his mother's very poorly drafted Constitution, but presumably flial, piety rules this out.
