I would hazard to say, that regardless of where the child is born, if under 16 years of age, one of the parents or both can receive child benefit on his behalf.

Obviously, not knowing your full circumstabnces won't help mee doing a proper search ion your behalf.:erm:

Paul you don't provide enough information on the immigration status of either you or your wife, so it's difficult to provide guidance.

But, in principle, if anyone has immigration restrictions such as 'No recourse To Public Funds' then that means just that and they must not claim anything that is classed at Public Funds.
Claiming such benefits could very easily impact on the granting of ILR.

Look Paul, I don't want to be negative. Only you fully understand the situation regarding status in UK for you both.

As a first step please read this thread:-

    http://www.british-filipino.com/showthread.php?4032-No-Recourse-To-Public-Funds

There are quite a few very useful links there that WILL give you all the needed information.

Once you've read them, then come back with any specific questions or concerns and we'll do our best to guide you.
