You pay the NHS surcharge before applying for the visa, if you daughter has a British Passport then she will not have to pay. Your wife will need to attend a CFO seminar after obtaining the UK visa and have a CFO sticker in her passport to enable her to leave the Philippines. You will include your daughters details as part of your wife's application. https://www.gov.uk/healthcare-immigration-application/when-you-need-to-pay http://www.cfo.gov.ph/
My 13year old son recently granted with a settlement visa to parents here in UK. Does he need this CFO sticker before coming to UK?
From the CFO website: "The Peer Counseling Seminar is a special session for those with ages 13 to 19 years, which aims to prepare them emotionally for the adjustments they will have to take."
