Yes i have been in constant work for two years. I cant understand why we got turned down for her to visit for three weeks last year. I stipulated we had no intention of settling in the uk and we have a home in the Philippines i must have done the paperwork wrong or something

The cost of a family visit visa is very low so not much to lose by making application. Usually decisions are quickly made.
However, you face quite a few issues which will need some careful thought to overcome.

Having your wife apply for a family visit visa will give the ECO cause for concern.
Questions will arise around circumventing the immigration settlement rules in some way.

What was the reason for refusal last time?

As long as make a compliant application that's as strong as possible with a well presented sponsor letter explaining the compelling reasons for her to return home, then you stand a good chance. You must overcome any doubts in the mind of the ECO that will lead him to believe that on the balance of probability she will return home and has no intention immigration. It's always tricky with a spouse.
