( I have just located this thread that is rather useful: http://www.british-filipino.com/showthread.php?5935-Visitors-Visa&highlight=visit+visa )

I am guessing that my mother in law would have to include a letter in her application containing words along these sort of lines...

"I apply for a General Visit Visa to visit my daughter for a month in the UK (Isle of Man) as I haven't seen her for 18 months and also to visit my new grandaughter who is 8 months old. My employer ( see employers letter ) has granted me leave from work, however it is important that I return to the Philippines on such and such a date 2013 to continue my work commitments and return to my family as I have 2 other daughters and a grandson in Cavite. I have known my employer for 30+ years and have been in his employ for that time. I am the family cook, driver and chief maid and run my employers food budget. I am an integral part of my employers family. At my age I have no intention of not returning to the Philippines and seek only to visit my daughter for a short time. My son in law will be buying my return air ticket and will provide transport and accomodation during my short stay in the UK (Isle of Man)."

I wonder if this would be enough to demonstrate true intent? Her English ain't bad, is it? :D

Also, presumably any air ticket purchases could be left until and when the visa is granted?

Was chatting to the wife's mate's hubby about this as they are hoping to get her mother across for the birth of their child. She is 66 years of age and they were talking KLM to Amsterdam, via Taipei and hooking up with various Filipinos en route. He reckoned the KLM flight attendants and ground staff would be helpful.

Our problem will be convincing my wife's mother that she can do it, as she is a bit apprehensive.
