This is a PDF document that can be found here on the Philippine Embassy German website

So basically the day you arrive does not count even if you arrive early in the morning, so if you arrive on a Friday you can leave on a Saturday 3 weeks later.

Not a very impressive document though :) one plain page with no references or official headings but at least it is coming from the Embassy Site.

Hence how my visa was for 59 days but some counted it as 60... :D

Yes that is exactly what I was thinking, I've been counting one day less for years, not sure I would want to argue it at check-in though as this is the only document I can find and it's not inspiring.

The other issue is often there is conflicts based on the "knowledge" of the official your dealing with at that time.

Be carefull,..I went home once on my 21st day, (didn't count 1st day ),arrived at the airport in lots of time and thought I would be in trouble so I asked one of the officials just to be sure so as not to miss my flight if there was any problems to solve. He immediately sent for an officer to come to his assistance. Their whole attitude changed when they presumed I had over-stayed by one day, ushering me into an office to check it out. Believe me , it was a bit daunting at that moment, being instructed to sit down till they checked it out. Luckily for me (and a bit silly) but I never looked at my entry stamp when I arrived and I had been issued with a B/B stamp without realising it (my wife was with me ). Think it must have been the first time returning after we got married.
So I wouldn't really want to take the chance to over-stay even by one half day over there, they seem to be pretty tough on this subject.

Nah they just want to fine you if they possibly can it's a money maker, the fact that this guidance is available on the Philippine Embassy German website is really good as I will carry a copy of this and the address of that page with me.

I am fairly sure that I have returned on day 21 before as well and never had a problem.

Ah you know, sometimes even the smartest can be really really dumb :D

You know what the absolute best argument for visa validity calculations is?

YOUR OWN PASSPORT :D benighted fool that I am

Anyone who has been there at least once has the calculation embedded in their arrival stamp, so now I have no worries about check-in, it is absolutely 21 days starting the day after arrival, I checked all my old stamps the date you have to leave is hand written on the stamp by the immigration officer, anyone argues with me at check-in and I will be extremely annoyingly condescending as I get them to count the days on all my arrival stamps :D
