Not necessarily! If you are already in first place and you overtake the person in second place (ie lap the person) you remain in first place. If you are in any other position (3rd place or lower) and have already been lapped by the person in second place and you then overtake them, you remain in the same position as before you 'unlap' yourself. If you overtake the last person you remain in the same position as you were before you overtook them! All you have done is lap them. Depends if you are using base 10 arithmetic!
