MANILA, Philippines — Starting today, the Philippines will no longer be a part of the International Criminal Court (ICC). The country’s withdrawal from the Rome Statute, the international treaty that created the ICC, takes effect today, one year after the Philippines notified the United Nations of its decision last March 17, 2018. It was then Philippine ambassador to the UN in New York and now Foreign Affairs Secretary Teodoro Locsin Jr. who notified the international body of the country’s decision to leave the tribunal. The ICC earlier expressed regret over the decision and urged the Philippines to reconsider. https://www.msn.com/en-ph/news/national/philippines-no-longer-part-of-icc/ar-BBURr84?ocid=spartandhp

They only joined the ICC in 2011, but it certainly doesn't look good that they pull out after such a short time and simply because a preliminary investigation had begun. The USA and Russia are both signatories that later withdrew their signature. edit: apparently they signed in 2000 but only ratified it in 2011.
Hahahahaha! Not it's not. The nearest rouge state would be Vietnam, which incidentally is a perfect example of benign communism. The Philippines isn't becoming a rogue state either - the nearest is 3,102 kilometers to the northwest.
The International Criminal Court has self-evidently failed across the board. In 2010 the ICC-friendly Economist had already found it necessary to publish an article about the ICC entitled “International justice: Courting disaster?” Things have worsened considerably since then. The ICC has consumed more than a billion euros in its 13-year existence and has only secured two deeply questionable convictions. The ICC’s claims to international jurisdiction and judicial independence are institutionally flawed and the court’s reputation has been irretrievably damaged by its racism, blatant double standards, hypocrisy, corruption and serious judicial irregularities. The Assembly of State Parties should also accept that it has grotesquely neglected its responsibility to manage the court. The ASP has turned a blind eye to systemic failure on the part of the ICC. http://themoroccantimes.com/2015/11/17289/time-defund-international-criminal-court
You measured that from Cebu didn't you, it's pretty much directly north or slightly north east of anywhere in the Phils.
The distance I quoted, 3,102 km, came from the Google query "Distance Philippines to North Korea" so I guess that would be the shortest straight line distance between the two countries, ie from the northern tip of Luzon to the closest point in N Korea. As for the direction, I confess I didn't consult a map or Google their respective longitudes so could well be a bit out.
