@Sweety it is not a requirement the Covering Letter, but it may help as part of your supporting documents.
The reason for a cover letter (with a Spouse Visa application) could be - To make clear anything in your application/documents which might not be obvious to UKVI. With a Fiance(e) Visa it is more important, for both Applicant and Sponsor, as it can be used to explain the basis of your relationship - how you met, how often you see each other face-to-face etc - and for the Sponsor to state (if it is true) how they have supported the Applicant and will continue to support them financially when they arrive in the UK.

flr fee is currently £1033...IHS surcharge is now £1000 ( doubled in one fell swoop earlier this year ) as soon as flr is granted--your partner will be able to work if thats the plan; you dont need to wait till the 6 months of the fiance visa is up--we did it 2 weeks after the wedding. note--you can get same day service for flr in person at a ukvi office. needless to say this carries a hefty surcharge--was £500 when we did it--about £600 now
@Mark0317 I would also consider starting to update your bank statements wage slips and P60 for year end just gone and continue to update as the weeks go on
@Mattecube my partner is self-employed so we will need to wait until his bookkeeper work on his Tax Return from the last full financial year from 6th of April 2018 to 5th April 2019. I have a question regarding financial year in UK and make sure we did the right thing. We have submitted my Visa Application last March 2019, were we right that we have provided them a Tax Return from April 2017 to April 2018 as a last full financial year? since we cannot provide them the latest tax return for 2018-2019 since financial year would not be finish until 5th of April 2019.
Biometrics provided in Cebu, and priority paid on April 5th, decision received on May 18th, however the UKVI letter was dated 13th May, the intervening 5 days were the delivery time, so approximately 6 weeks waiting time for priority application.

My partner is Self Employed and indeed exceed the minimum financial requirement as per his Income Tax Return but Certificate from his accountant has to be submitted, 12 months bank statement has to be submitted and we only submitted 6 months, and an audited account which I believe everything is available if we would have taked to his Accountant. Turns out that Self Employed sponsor has to provided more financial document compare to those salaried sponsors. For those to had their visa refused you guys knew excatly how it feels, the time,money and emotion invested on it is just unimaginable, but we gotta need to move forward and stay strong. After a thorough discussion with my partner and losing at least £ 2,000 we decided to get married at UK Embassy in the Philippines since it is the cheapest option for us at the moment and apply for a Settlement Visa afterwards. I would appreciate if anyone who can provide inouts and who has the same experience getting married at the UK Embassy in the Philippines. I will of course research it but nothing is better than having advises with you guys. Thank you very much for informtion you have provided and will provide too. I am just so sad ath the moment considering what happened.
Im happy to say my wife and I arrived in the UK yesterday at around 7-30 pm, finally got to bed at 3-00 am, and today we collected her BRP card from the P.O in Wolverhampton, Its been a long time consuming, and at times stressful road, but we finally got here, the first two things she had to buy were a rain coat & Umberella it was tipping it down in Wolvo..
