To my mind it would best to buy in Davao.

However I have bought flights for Ana in the past for a Manila to Seoul trip while I was in the UK, and also bought tickets for her on Cebu Pacific while I was in Manila and she was in Seoul Korea, so yes both options would likely work, it boils down to some airline's requirement to see the (credit) card that was used to book the flight and that would have to be checked with the specific airline chosen.

Being one way likely won't make much difference.

There aren't really many "cheap" oneway fares from Philippines to Europe unless you are eligible for Marine fares. For longhaul international travel, it doesn't get the same attention as its richer neighbours. Generally, if you are Filipino and wanting to travel to Europe on your own dime (unlike Marine or Labourers where the company pays), that probably means you have a fair amount of money behind you already. The overall volumes are lower than the likes of Malaysia, Korea etc so airlines haven't been that aggressive in picking up that segment of the market.

In the current climate, if possible, I'd get a cheap ticket to HKG and then take advantage of the fire sale going on there currently. SIN would be 2nd choice.

A local agent may be able to hook you up with a Marine fare for an airline who are traditionally less diligent in checking paperwork (like Qatar) but there is always an element of risk behind those.
