My opinion would be Spain. Probably easier and then you just have a Spouse visa to sort out here. Depends on her status in Spain. Othersie you will have to get a Fiancee visa and then a Leave to Remain as well in the UK.

Thank you for your reply, I thought the fiancé visa was only for 6 months so you can marry then she would have to leave a re apply however the family visa is for longer but restricted to 6 months until you are married then it can be extended. I think my confusion is with the different names of the visa's. We don't want it to be where Wena will have to leave again to extend or re apply we want to get it right. her status in spain is she is a resident of 8 years but not a citizen she still has Philippine passport.

A fiancee visa allows a 6 month visit during which time you should get married. Then you apply for "leave to remain" without having to leave the UK as liong as you apply before the endof the 6 months. You can get a marriage visit visa I think but your wife then has to leave the country. Thats about it really. If you get married in Spain, then a Spouse visa is a settlement visa so is cheaper. Loads of advice and info on this site.
