In reality there was no need in your post to use the term 'so-called' as your point would have been made with phrasing like

'The EU wants to cut pollution and greenhouse gases, Let it take the lead by closing all EU offices and parliamentary buildings.....',

adding the term 'so-called' only served to cast doubt on a property of said gases in the eyes of potential readers of your post.
