Yeah but you can see the angle from which the Philippines has concern, its not really for the workers but for the value of the remittances from those workers, they intend to ban "a total deployment ban of our overseas workers" the operative word being "our".

That ban would seriously hurt those OFWs and their families even more than the failure of the Saudis to pay them properly, both sides are treating the actual workers like property i.e. slaves.
