Don't worry it's simpler than it seems. We have to give a review to anyone claiming asylum, and some people are royally taking the pee by claiming asylum from ridiculous places. Even though most people would think it's a huge joke, by law we have to give them this review - which is not cheap. What a waste of money! What shows these people are especially bonkers is that people from Spain and Poland are entitled to come here and seek work anyway - and for that matter claim many benefits, so why the blazes would they claim asylum.
