Your going to pay the IHS when you fill up the form online and get the appointment to submit all the documents.
That means the site has been down a week or so now, I seem to remember another member complaining about the same.
It's happened to me one time when I was trying to log in the website. Like timmers said maybe the site is down. Just try to log.
