I suggest that you do as Mattecube has said namely contact the PSA and request a CENOMAR, then if you get that send a copy of that to the passport office, mind you you may already still have the CENOMAR previously issued to your wife.. If the PSA come back and say they cannot issue a CENOMAR because your wife is already married, then i suggest you request a copy of the marriage certificate and when/if you get that then get Lawyers/Solicitors involved, however i suggest this is simply a case of mistaken ID someone somewhere has simply typed in a wrong name, date,place and thats where this double marriage is cropping up from, but still you need to obtain copies of these documents, its simple enough to do online, and no great cost. I can imagine that this has come as a complete shock to both of you, good luck in sorting out the red tape..
