Simplify the process = the Schengen visa is primarily for holidays and not for "settlement". Easiest way to solve the issue is go on holiday e.g. visit the French, Dutch, German embassy and plan a holiday to that country where you will exercise your rights to bring your Non-Eu partner on "holiday" with you. Once in the EU you have a 90 day visa to go anywhere in the Schengen zone.
